Local Site Remediation Fund

The Local Site Remediation Fund (LSRF) is a capital fund that is used to provide loans or subgrants for eligible activities on eligible Brownfield properties. The LSRF is funded through tax capture on Brownfields where an approved Brownfield Plan has been implemented. When these loans are repaid, the loan amount is returned into the fund and re-lent to other borrowers, providing an ongoing source of capital within the community This source of gap financing can assist property owners by providing financing with flexible and favorable borrowing and repayment terms.

The LSRF Policy (PDF) outlines objectives, eligible applicants/borrowers, eligible properties, eligible activities, terms and conditions, the application process, public involvement opportunities, and costs to apply. Interested parties are strongly encouraged to review the LSRF Policy in detail, and then contact Grand Traverse County Brownfield Redevelopment Authority (GTCBRA) staff if they have any questions.

The LSRF is complemented by, and shares a joint application (PDF) with the Grand Traverse County US EPA Revolving Loan Fund (RLF). The LSRF policy, terms, program requirements, and eligible uses differ from the RLF. GTCBRA staff reviews the joint application and makes a recommendation regarding the appropriateness of which fund to utilize for a given project.
