2% Applications - GT Band

The Grand Traverse Band of Ottawa and Chippewa Indians participates in an inter-governmental cooperative effort with local units of government.  Twice each year, the Grand Traverse Band sets aside 2% of its video gaming revenue, to allocate to local units of government for services provided to the tribes and for impacts associated with the existence and location of the tribal casino in its vicinity (and shall receive no less than an amount equivalent to its share of ad valorem property taxes).  Grant applications are to be submitted by local units of government (i.e. local township, village, city, county board of commissioners, public school system).

In Grand Traverse County, our Civil Counsel reviews all applications to see if they meet the following criteria, which identifies services that the County can legally provide.  (If so, the County may contract for these services.)

Contributions or appropriations which are not specifically authorized by the Constitution or State Statute cannot be authorized regardless of the worthiness of the cause. Mich Const of 1963, Art 9, § 18. Where expenditures are made to a private organization for a lawful county expense, a contract for specific services should be negotiated and clearly define the intent and purpose of the expenditure. The provisions of the constitution and law concerning counties, townships, cities and villages are to be liberally construed in their favor. Powers granted to counties and townships by the constitution and by law shall include those fairly implied and not prohibited by the constitution. Mich Const of 1963 (Art.7, § 34).

Grand Traverse County has set up the following procedure and timeline to facilitate this process for the Spring, 2013 funding cycle:

Friday, May 31, 2013 - All NON-COUNTY Applications are due (in to County).
    
(All Application will be forwarded to the GT County Civil Counsel, Chris Forsyth, for review and determination as to whether or not the above criteria is met.)

County Departments ONLY -
Applications are due in to County Administration by COB
Wednesday, June 12th.       

Wednesday, June 19, 2013  – Recommendation to Ways & Means (for approval with ratification at the Board meeting, if necessary to accomodate the due date).  

Wednesday, June 26, 2013 – Final Board approval (or ratification).

ALL APPLICATIONS ARE DUE TO THE TRIBE ON/OR BEFORE June 30th.
THE APPLICATIONS WILL BE DELIVERED BY GRAND TRAVERSE COUNTY.
