APPEALS BOARD FOR BUILDING CODE, SOIL EROSION, HEALTH & BOCA FIRE - THREE YEAR TERM: 7 members (includes 1 commissioner); The Board of Appeals hears appeals by individuals in relation to the State Construction Code Act of 1972 as amended, and also serves as Health Appeals Board. Health appeals would relate to denial of permits for the installation of on-site sewage disposal system, site survey evaluation, denial or suspension of food service operating licenses and other health department programs. This board shall render and file its decision with a statement of reasons for the decision.
Bay Area Transportation Authority (BATA). Three year term. This seven member public body corporate board was created to make such rules and bylaws for BATA’s government as delegated pursuant to Act 196 of 1986, as amended, Public Acts of the State of Michigan. COMMISSION ON AGING - THREE YEAR TERM: 15 members (which includes 1 commissioner); Responsible for commission on aging procedures, policy and financial decision making. Meetings are once per month. COMMUNITY CORRECTIONS ADVISORY BOARD - TWO YEAR TERM: Statutory appointments, including 6 citizen appointments (representatives for community service, ministerial, citizen-at-large, criminal defense attorney, business and media); Board responsible for studying and making recommendations regarding issues and possible alternatives to Jail. Deals directly with contract people and with recommendations for funds from the state on matters of jail reduction. Other issues could include topics such as drug testing, tethering, community involvement, etc. 2011 Membership
HUMAN SERVICES BOARD - THREE YEAR TERM: (Director of the Department of Human Services – State of Michigan - makes 1 appointment); duties as outlined in Public Act 280, as amended, covering the operation of the County Department of Human Services and the County Medical Care Facility. GRAND TRAVERSE CENTRAL DISPATCH POLICY BOARD - THREE YEAR TERM: (1 citizen appointment and 1 commissioner); The policy Board has overall responsibility for the preparation of rules and regulations for the administration and operation of Grand Traverse County Administration and further has the responsibilities of reviewing and approving the organizational structure as established by the Director, insuring that Central employees and sworn officers are properly trained in the use of equipment, reviewing system operation on an ongoing basis, assisting in the resolution of inter-jurisdictional conflicts, review the budget as proposed by the Director and make recommendations to the County Administrator and establish a system by which each individual agency may communicate directly with the director to set forth individual department policies which are not in conflict with Grand Traverse County policies or are not disruptive to the system, and such other powers which are needed to implement and manage Grand Traverse County. 2011 Membership
HOSPITAL FINANCE AUTHORITY - FIVE YEAR TERM: Five member board incorporated for the purpose of constructing, acquiring, reconstructing, remodeling, improving, adding to, enlarging, repairing, owning and leasing hospital facilities within the boundaries of the County of Grand Traverse for the use of any hospital; lending money to hospitals for those purposes; refunding or refunding in advance obligations of the Authority; or refinancing the indebtedness of hospitals. NORTHERN MICHIGAN SUBSTANCE ABUSE - THREE YEAR TERM: one (1) appointment; Responsible for Planning, coordinating and overseeing the delivery of substance abuse services within a twenty-three (23) county radius. 2011 Membership
PARKS & RECREATION COMMISSION - THREE YEAR TERM: Ten (10) members (includes Commissioner appointment, Chair of Road Commission, Drain Commissioner, Chair of Planning); The Parks and Recreation Commission is an advisory Commission, making policy for, and giving direction to, the county’s parks and recreation department. NORTHERN LAKES COMMUNITY MENTAL HEALTH BOARD - The Northern Lakes Community Mental Health Board is six-county authority - Grand Traverse, Crawford, Leelanau, Missaukee, Roscommon and Wexford – and has the responsibility for the planning, service delivery and evaluation of a comprehensive range of mental health services for mentally ill adults and children. BOARD OF PUBLIC WORKS - THREE YEAR TERM: 9 members (includes county commissioner, city commissioner {res.#73-91}, and drain commissioner). RESOURCE RECOVERY COUNCIL - THREE YEAR TERMS: 9 members (includes commissioner and 3 citizen-at-large, plus representatives from environmental (1), solid waste industry (2), city commissioner, township association.) Responsible for studying and making recommendations regarding all matters relating to solid waste management pertaining to Act 451 part 115 of 1994, as amended, being the Michigan Solid Waste Management Act. Council reports to the County Board of Public Works and serves as the county-designated Solid Waste Planning Agency on matters relating to long-term goals for solid waste planning. The Council further reports to the Board of Commissioners relating to short-term action plans. ROAD COMMISSION - SIX YEAR TERM: 5 Members. TRAVERSE CITY AREA DISTRICT LIBRARY BOARD –TADL has a seven member board. (4 appoint by County BOC and 3 appoint by TC City Commission.) The Library Board sets policy for TADL and two branch libraries (East Bay and Kingsley) and negotiates contracts for service with each Member Library. TADL is a district library, which means they are a taxing authority. TADL receive funds from Grand Traverse County, Elmwood Township in Leelanau County and Almira and Inland Townships in Benzie County. Standing or special committees may be appointed from the membership. Currently, meetings are held the third Thursday of each month. http://www.tadl.org/about/board/roster
VETERANS AFFAIRS ADMINISTRATIVE COMMITTEE - FOUR YEAR TERMS: 5 members (includes commissioner appointment); Committee meets monthly and oversees operation of County department of veterans affairs office. Must have served honorably on active duty in the armed forces, volunteers or regulars.
