2006 Strategic Plan

Develop and implement a public relations plan.

Develop a public education and information program to increase awareness of county services and functions including a county newsletter to be sent out this spring. Evaluate its effectiveness and determine its usefulness for continuation.

Develop a bed tax proposal to supplement parks & recreation services.

Develop a strategy for the implementation of an increased hotel/motel tax to be dedicated to county-wide recreation programs and enhancements. Begin discussions with potential partners to determine level of support.

Implement county-wide strategic planning process.

Develop a process, budget, and strategy for a comprehensive county-wide strategic planning process that would include substantial public input and to solicit partnerships from other community organizations.

Joint meetings with City, townships, and other community groups such as the Chamber and Convention and Visitors' Bureau.

Re-establish semi-annual meetings with local municipalities to share information and opinions and explore the possibility of a county council of government.

Implement web site with customer service/interactive capabilities.

Investigate and implement a new web site that is more interactive and customer friendly.

Develop a long-term Parks and Recreation Master Plan.

Evaluate the County Parks Master Plan and continue development of individual park master plans. Finish Twin Lakes Work Plan. Initiate Maple Bay Master Plan.

Resolve recycling issues and consider alternatives, which could eliminate surcharge.

Complete the solid waste planning process and begin implementation of solutions.

Capital Improvement Fund - future needs.

Development of a Capital Improvement Revenue Fund and propose funding sources and use policies.

New jail beds - 2006.

Plan for necessity and feasibility of a new jail including timing, location, funding, etc.

Plan for jail population management.

Redefine duties of Grand Traverse County Corrections Board. Support efforts to improve jail inmate management.

Implement new county-wide compensation and benefit study.

Start process for developing a county-wide compensation and benefit study. Investigate other issues to strengthen us as an employer of choice.

Create a Public Works Authority or strengthen present organization.

Investigate the feasibility of establishing a Public Works Authority. Initiate discussions with affected municipalities. Otherwise, develop rules and regulations required of the organization to receive continued county participation.

Complete dam study process.

Continue to support the engineering and feasibility study on dams. Continue to insist on public input in the process. Seek legal opinion on bottom land ownership.

Parking.

Evaluate parking needs at Boardman complex.

Implement new District Court move/plan.

Complete move of Probate and District Courts to new building. Evaluate reuse of evacuated space in courthouse and Governmental Center.

Jail construction.

Complete jail expansion. Eliminate housing out inmates.

Transportation.

Continue to encourage and insist on collaboration in the Land Use Transportation Study Committee. Spearhead the effort to obtain local match necessary to complete the transportation study.

Legislation.

Continue to support efforts of the Michigan Association of Counties to speak out on state and federal initiatives that would negatively impact the citizens of Grand Traverse County.
